Анотація

У статті на основі аналізу моделей системи вищої освіти в світі, їх достоїнств та недоліків, і вивчення основних тенденцій розвитку української вищої освіти запропоновано підхід до формування системи вищої освіти в Україні, вказано механізми розвитку вищої освіти, визначено послідовність етапів перетворення університету в рамках запропонованого підходу.
